This scene allows for free movement and creation of smaller scenes within it.

Various physical programs are placed under these smaller performance stages and platforms. Programs that, by being granular and turning into several blocks, allow separate activities to the city hall.

This freedom takes a formal form in the function of the building, in confrontation with the urban wall, and enters into a dialogue with the city through the creation of gaps within the volume.
